Judith “Judy” Rugg

Judith Mary “Judy” Rugg, 77, Oconto, passed away peacefully with her children by her side after a year-long battle with cancer on Wednesday, May 12, 2021.   She was born April 21, 1944, to Frank and Florence Loberger and was raised with her nine older brothers and sisters on a farm on County Road B in Oconto Falls. 

Judy enjoyed music and was a member of the Northeast Wisconsin Accordion Club.  She also played the organ and took lessons for several years.  Judy was very religious and was a member of St. Anthony Catholic Church in Oconto Falls.  While she lived in Green Bay, Judy was a member of Calvary Chapel and was most recently a member of Holy Trinity in Oconto.  She was also very patriotic and a member of the American Legion Auxillary #523 in Abrams. 

Judy will be remembered for sending her loved ones special cards and talking to them on the phone a couple times a day.  She loved taking care of her pet cats, birds and fish and tending to her plants. 

She is survived by her son, Richard Rugg and his wife Rachel of Lena; their children, Hailee, Lucas and Riley Rugg; her daughter, Jennifer Phelps of Denmark, her husband Timothy and their children, Makayla Williquette, Spencer, Elizabeth and Emmalee Phelps; a brother and four sisters-in-law, Larry and Carla Loberger, Janette Loberger, Ruth Loberger, Rita Loberger; many nieces and nephews.

She was preceded in death by an infant son, Ronald; four brothers, Donald (Lorraine); Harlan, Harold and Franklin Loberger; an infant sister Joanne; sisters, LaVerne (Joe) Bukowski, Delores (Arnold and Marvin) Jaeger-Black and Barbara (Bobby) Jaworski.

The family would like to give a special thanks to her niece Patsy Lindsten and her husband David for all the things that they did for their mom over the years.  They would also like to thank the nurses and doctors at Prevea, GB Oncology, Inclusa, Heartland, and The Bay in Oconto.

Visitation will be held from 10:00 to 11:00 a.m. Thursday at St. Anthony Catholic Church, 253 N. Franklin St. Oconto Falls.  The Mass of Christian Burial will be held at 11:00 a.m. Thursday at the church with Rev. Greg Parent officiating.  Burial will be in St. Anthony Catholic Cemetery, Oconto Falls.  Proko-Wall Funeral Home is assisting the family.  To send online condolences visit www.prokowall.com.
